We are glad to inform you that the Ministry of Railways has recently released the National Rail Plan. The document is highly detailed and clearly reflects the significant effort and comprehensive research that has been undertaken in its preparation.  We are excited and enthused by the vision that has been shared to enhance the role of the Indian Railways. The document lays down a plan to steadily increase freight market share of Indian Railways from 28% at present to 44% by FY31. It also seeks to serve more passengers and attract them away from alternative modes of transportation. The overall long term rail development plan has been stated and the deficiencies in the present rail infrastructure have been correctly identified. Furthermore, it identifies the future requirements, prioritises the projects and also evaluates the funding requirements and financing strategies.
 
The steps set to be undertaken like the DFCC, enabling private participation in the railways, introduction of high-speed trains, new and improved technologies and forward-looking policies will not only help the Indian Railways increase its market share compared to alternative modes of mobility, but also completely transform the Indian Railways into a truly world class transportation system, counted among the best across the globe. Another important change, the electrification of rail routes will prove to be integral in this quest for improving and modernising the railways. Not only does it pave the way for further integration of technology with the Indian Railways, but is also a major step taken in terms of environmental responsibility.
 
The introduction of high-speed trains and digitized and improved systems as well as upgradation of braking and signalling systems will make passenger travel faster, smoother, more comfortable and safer. The most heartening aspect of these developments is that they are using largely indigenous and localised technology. While the Vande Bharat Express is a well known example of indigenous development, we are witnessing the reality of Aatmanirbhar Bharat unfolding before our eyes. It is encouraging to see how the Indian Railways is driving this change, with mindfully making holistic improvements across areas such as high-speed travel, safety, track modernization, locomotives, signalling systems, capacity increase and use of renewable energy. Therefore, keeping in view these significant developments in Railways sector, ASSOCHAM is organising a Webinar on ‘National Rail Plan-Fast Track India towards Atma Nirbhar Bharat’ at 3.30 P.M. on 10th March 2021. The discussions at the Webinar will help provide further suggestions on the subject.
